Six detached condominium units on Encinita Avenue in Temple City are in the late stages of construction, five years after the Planning Commission first approved the project — a case that took its own long road from filing to a final subdivision map.

What's proposed

Six detached condominium units built across what were originally two adjoining parcels, 4910 and 4916 Encinita Avenue, now subdivided as Tract Map No. 73471. The plans were drawn by ARC Design & Consulting of El Monte, with designer David Lin as the applicant on the case. EGL Associates of Arcadia handled the civil engineering.

What it's replacing

The project consolidates two residential lots on Encinita Avenue into a single six-lot condominium subdivision.

How it got here

The case was first filed as a major site plan review in mid-2018 and refiled the next year as a combined tentative tract map and major site plan review. The Planning Commission approved it on May 11, 2021, removing one staff-recommended parking condition at the owner's request before approving 5-0 with a CEQA exemption. It then took until May 2023 for the City Council to approve the final subdivision map, Tract Map No. 73471, clearing the way for construction to begin.

Where it stands

Under construction. By October 2024 the city's director's report had the project applying its exterior scratch coat; as of the city's most recent records — an October 2025 Planning Commission director's report and the 2025 year-end report — interior work was still listed as ongoing.

What this means if you live nearby

This project shows how long a small subdivision can take in Temple City even without any real opposition on record — five years from initial filing to a signed final map, then more time to build. With interior work still under way as of the city's latest report, expect the six units to be close to finished.
